The only other historically discriminated group in the United States are the descendants of Afro-American slaves. Slaves were discriminated against in the writing of the U.S. Constitution and in many state constitutions. Historically land has been stolen and financial institutions have discriminated. Casinos can fund black jobs, housing, education, medical programs and reduce the deficit.
