MUCH ADO ABOUT NOTHING OR BIG DEAL? The IRS has been accused of being abusive and strong handed on many occassions. Congress passed the TAXPAYER BILL OF RIGHTS III on July 22, 1998. It shifted burden of proof from the taxpayer to the IRS in certain limited situations. The IRS retains the legal authority to enforce liens and seize assets without obtaining judgement in court. - Does the IRS cover up abuses when discovered or do the right thing by correcting such abuses? - How many such abuses do you think happen yearly? - How many abuses are made public? How do you think the population, who is being abused, would react to such abuses? The Tea Party and the NAACP has complained of being political targets of the IRS. It has caused an uproar nationally. In May 2013, the IRS admitted to engaging in political profiling of conservative Groups. But, how is it different from what they did to the NAACP back in 2004?
